Joe Vessey, CPA, MBA, CHFP

Joe Vessey, CPA, MBA, CHFP

Chief Executive Officer

Joe joined Community Health Center of Snohomish County in 2018 and became Chief Executive Officer in 2019. He holds a Master of Business Administration (MBA) from Eastern Washington University, is a Certified Public Accountant (CPA), and is a Certified Healthcare Financial Professional (CHFP). Joe is actively engaged with partners and stakeholder groups working to improve health outcomes for medically vulnerable populations, in addition to building organizational strategies that expand healthcare access for CHC’s diverse patient population. Joe is passionate about the CHC mission and committed to providing high-quality, affordable healthcare within our communities.

Dion Kapetanov, PHR, CMPE

Dion Kapetanov, PHR, CMPE

Chief Administrative Officer

Dion Kapetanov began his journey with Community Health Center of Snohomish County in 2004 as the Director of Human Resources. In May of 2011, Dion accepted the Chief Administrative Officer position. Dion is a Certified Medical Practice Executive (CMPE) from the Medical Group Management Association (MGMA) and holds a certification as a Professional of Human Resources (PHR) from the Society for Human Resource Management (SHRM). He holds a Bachelor of Arts (BA) from the University of Utah Eccles School of Business. As a non-clinician, he has dedicated his career to health care administration and in support of underserved and vulnerable populations.

Sue Yoon, DMD

Chief Dental Officer

Dr. Sue Yoon began her career at Community Health Center of Snohomish County as a staff dentist at our Everett-South Clinic and then became the Clinical Director of that clinic. She accepted the role of the Chief Dental Officer in 2016. Dr. Yoon received a Bachelor of Arts (BA) in American Ethnic Studies from the University of Washington and went on to receive a Doctorate of Dental Medicine (DMD) from the Arizona School of Dentistry and Oral Health. She holds a Certificate in Dental Public Health (DPH) as well as a Certificate in Advanced Education in General Dentistry (AEGD).

Chief Financial Officer

Joel Emery has over 20 years of expertise in finance leadership positions in government and non-profit sectors. Before joining Community Health Center of Snohomish County, he was the chief financial officer at Peninsula Community Health Services and two public school districts (Bethel School District and North Mason School District). Joel holds a Bachelor of Arts (BA) in Accounting from the University of Puget Sound and a Master of Business Administration (MBA) from Pacific Lutheran University. Joel’s diverse experience with value-based care, large-scale budgeting, grant management, and health center advocacy will help us grow to meet our community’s needs and achieve our strategic priorities.

Chief Nursing Officer

Tové Skaftun joined Community Health Center of Snohomish County in 2004 as a Registered Nurse Manager at our Lynnwood Clinic. Prior to working at CHC, Tové was in private practice for six years, followed by the Registered Nurse Lead role for Madelia, and then a Nurse Manager for Pacific Medical Center. She moved into operations in 2006 as the Assistant Director of Programs and Operations, then accepted the Chief Operating Officer position in 2010. Her passion is serving in a clinical capacity, which allowed her to move into her current position as Chief Nursing Officer.

Jose Reynoso, MBA

Chief Information Officer

Jose Reynoso joined Community Health Center of Snohomish County in 2022. Jose has extensive healthcare information technology experience, most of which includes community health centers. Jose holds a master’s degree in computer science from Florida International University, a bachelor’s in computer engineering from Universidad Autonoma de Guadalajara, and is fluent in English and Spanish. Prior to joining CHC, Jose was the Interim Chief Information Officer for Omni Family Health in Bakersfield, California. Jose is passionate about facilitating cross-departmental collaboration and leveraging technology to support excellence in patient care.

Adam Heath, MHA

Chief Operating Officer

Adam Heath joined Community Health Center of Snohomish County in August 2020. He received his bachelor’s degree in Russian from Brigham Young University and a Master of Health Administration (MHA) from University of Washington. He previously worked as a Director of Operations at Providence Health Group as well as at Dignity Health Medical Foundation. While working at the Golden Valley Health Centers, he took on the roles of Director of Operations and Quality Improvement Director. As a healthcare advocate, Adam has provided information to local leaders to advance legislation that benefits the healthcare industry nationally.

James Geracci, MD

James Geracci, MD

Interim Chief Medical Officer

Dr. Jim Geracci joined Community Health Center of Snohomish County in 2023 as our Interim-Chief Medical Officer. He brings over 25 years of strategic healthcare leadership experience. Dr. Geracci previously served at the rank of Colonel in the US Army, leading healthcare teams at all levels including as department chief for the military’s largest primary care department in the CMO roles at the Army Brigade, Division and Corps levels. Certified by the American Board of Family Medicine and a Fellow of the American Academy of Family Physicians, Dr. Geracci continues to share his extensive knowledge in healthcare innovation and support of our vision of a healthier community achieved through access to healthcare for our diverse community.
