Providing our diverse community with access to high quality affordable primary health care is truly our collective mission and I look forward to contributing to the success of that important work for many years to come.” Transitioning from CHC’s Chief Financial Officer to Chief Executive Officer, Joe Vessey brings 17 years of health care leadership experience to the Community Health Center of Snohomish County. He holds a Master of Business Administration (MBA), is a Certified Public Accountant (CPA), and a Certified Health care Financial Professional (CHFP). Throughout his career, in a variety of health care settings, Vessey has demonstrated his ability to collaborate with diverse stakeholder groups including; employees, providers, boards, leaders, affiliate organizations, and community to achieve strategic goals.
DION KAPETANOV, PHR, CMPE
Chief Administrative Officer
Dion Kapetanov began his journey with Community Health Center of Snohomish County in 2004 as the Director of Human Resources. In May of 2011, Dion accepted the Chief Administrative Officer position. Dion is a Certified Medical Practice Executive (CMPE) from the Medical Group Management Association (MGMA) and holds a certification as a Professional of Human Resources (PHR) from the Society for Human Resource Management (SHRM). He holds a Bachelor of Arts (BA) from the University of Utah Eccles School of Business. As a non-clinician, he has dedicated his career to health care administration and in support of underserved and vulnerable populations.
SUE YOON, DMD
Chief Dental Officer
Dr. Sue Yoon began her career at Community Health Center of Snohomish County as a staff dentist at our Everett-South Clinic and then became the Clinical Director of that clinic. She accepted the role of the Chief Dental Officer in 2016. Dr. Yoon received a Bachelor of Arts (BA) in American Ethnic Studies from the University of Washington and went on to receive a Doctorate of Dental Medicine (DMD) from the Arizona School of Dentistry and Oral Health. She holds a Certificate in Dental Public Health (DPH) as well as a Certificate in Advanced Education in General Dentistry (AEGD).
BEN LUETY, CPA, MBA
Chief Financial Officer
Ben Luety brings over 20 years of financial background and 15 years in leadership positions to Community Health Center of Snohomish County. He holds an Executive Master of Business Administration (MBA) from the University of Washington Foster School of Business and previously worked as the Chief Financial Officer for the Seattle Indian Health Board. His experience also includes Director of Finance at the Family Impact Network, Assistant Vice President at Banner Bank and US Bank; and Senior Financial Analyst with Washington Trust Bank. As CHC’s Chief Financial Officer, Ben strives to create teams that perform on a high level and will enjoy serving as a mentor, motivator, and leader while nurturing team camaraderie.
THOMAS TOCHER, MD, MPH, FACP
Chief Medical Officer
Dr. Thomas Tocher completed a Bachelor of Science (BS) in Biology from Seattle University, then went on to the University of Washington School of Medicine where he received his medical degree. His Internal Medicine Residency was with the University of Colorado School of Medicine. Dr. Tocher returned to the University of Washington, this time in the School of Public Health, and completed a Master in Public Health (MPH)/National Research Service Award Fellowship (NRSA). In his 24 years with Community Health Center of Snohomish County, Dr. Tocher has served as Medical Director, Clinical Director at our former Everett-North Clinic, and Director of Medical Services. Dr. Tocher currently is our Chief Medical Officer.
TOVÉ SKAFTUN, RN
Chief Nursing Officer
Tové Skaftun joined Community Health Center of Snohomish County in 2004 as a Registered Nurse Manager at our Lynnwood Clinic. Prior to working at CHC, Tové was in private practice for six years, followed by the Registered Nurse Lead role for Madelia, and then a Nurse Manager for Pacific Medical Center. She moved into operations in 2006 as the Assistant Director of Programs and Operations, then accepted the Chief Operating Officer position in 2010. Her passion is serving in a clinical capacity, which allowed her to move into her current position as Chief Nursing Officer.
ADAM HEATH, MHA
Chief Operating Officer
Adam Heath joined Community Health Center of Snohomish County in August 2020. He received his bachelor’s degree in Russian from Brigham Young University and a Master of Health Administration (MHA) from University of Washington. He previously worked as a Director of Operations at Providence Health Group as well as at Dignity Health Medical Foundation. While working at the Golden Valley Health Centers, he took on the roles of Director of Operations and Quality Improvement Director. As a health care advocate, Adam has provided information to local leaders to advance legislation that benefits the health care industry nationally.
